Rent Reviews: What’s the Impact on Relocation Budgets?, 2026/10/19

A small housing update with practical implications for international assignments in France.

On 15 October, INSEE published the Q3 2026 Rent Reference Index (IRL): up 1.57% year-on-year, compared with 1.15% in the previous quarter. Insee

For employers funding accommodation, this is a useful budget checkpoint—but not a blanket increase to apply across the housing portfolio.

For eligible residential leases, annual rent revisions depend on the contract’s revision clause, reference quarter and timing. Restrictions also apply, including those concerning certain homes with an F or G energy rating. Service Public

My takeaway for HR teams and relocation providers:

• Identify which leases actually use the third-quarter index.
• Check each proposed increase before updating housing allowances or approving payments.
• Keep existing-lease revisions separate from the market budgets needed for new arrivals.

From a Management Mobility Consulting perspective, housing support should not end when the keys are handed over. Tracking lease dates, checking adjustments and explaining them clearly to employees are practical ways to maintain cost visibility throughout an assignment.

A useful question for this week: who owns that follow-up once the employee has moved in?
