[RELOCATING TO FRANCE] Understanding the Full Cost of Housing, 2026/11/02

Housing budgets are often among the first points discussed when planning an international move. Yet the rent alone does not always give a clear picture of what the employee will actually spend each month.

The 6.6% average increase, including tax, in France’s gas reference price from 1 November 2026, announced by the government on 28 October, is a useful reminder. It mainly affects contracts linked to that reference price; fixed-price contracts are not directly affected. www.info.gouv.fr

What does the quoted budget actually cover?

For employees unfamiliar with the French rental market, the wording “charges comprises” can be misleading. It does not necessarily mean that heating, electricity, water and internet are all included. Depending on the property, some costs form part of the rental charges, while others require separate contracts.

Two apartments advertised at similar rents can therefore involve different monthly expenses. Heating arrangements, energy performance and included services deserve attention from the initial property selection.

Clarifying costs before choosing a home

For HR teams, this review helps establish what the housing allowance covers and what the employee will pay personally. It also makes property comparisons more useful: an apartment with a slightly lower rent may not be the best fit for the overall budget.

Monthly expenses should also be distinguished from the funds needed at the start of the tenancy: the security deposit, any agency fees, home insurance, household equipment and furniture. These upfront costs can be substantial for a family financing both its departure and its arrival.

At Management Mobility Consulting, we consider this assessment part of the home-search service. Our role is to help employees choose a property with a clear understanding of the costs involved, while giving HR a sound basis for explaining the support provided.

This latest development offers a practical opportunity to review the information shared before departure: the target rent, included charges, initial expenses and costs that remain the employee’s responsibility.
