Magellan Competency Framework: International Human Resources
The aim of this competency framework is to understand possible contributions of the international HR function in an organization. The goal is not to describe the one person who brings together all the knowledge, competences and attitudes listed, but rather to assist in structuring the function, in terms of organizing, developing, recruiting and training the professionals who will take on this task.
For the purpose of this competency framework, we look at human resources from an international perspective, i.e. at corporate or regional level.
It therefore concerns generalist functions rather than expert functions under their authority, such as compensation & benefits or international mobility, which contribute to the activities of corporate-level, divisional or regional HR teams.
In this competency framework, each HR competency will therefore be viewed through this international lens.

Magellan Competency Framework: Compensation & Benefits

Put together by compensation and benefits directors of multinational companies, professionals and experts, this competency framework highlights the main contributions of the Compensation & Benefits function to a company, key competencies, and the knowledge, skills, attitudes and personal qualities important to the profession.
Compensation & Benefits has seen major changes in recent years. It stands at the crossroads of many areas of expertise, and requires a vast range of competencies: HR management, labor law, business law, securities, social protection, tax, financial accounting, management control, communication, etc.
The aim of this handbook is to present the Compensation & Benefits profession as a whole. It has multiple uses:
- to help gain a general understanding of the function, as well as its technical and practical requirements;
- to aid in structuring and organizing the department within a company;
- to define roles and duties (job descriptions);
- to inform the design of training plans (to prepare employees for a compensation & benefits role);
- to help set selection, performance and professional mobility criteria;
- to aid in the assessment and development of HR staff;
- to assist in the process of improving procedure, policy, practice, etc.

Magellan Competency Framework: International Mobility

The purpose of this framework is to present a snapshot of international mobility along with some of the fundamentals of the role:
- occupations;
- links inside and outside the company;
- competencies (knowledge and competences);
- behavioral skills (savoir-faire and personal qualities).
It has multiple uses:
- to understand the function and its place within the company as a whole;
- to aid in structuring HR within the company in different functions;
- to define jobs and the duties that go with them;
- to help set selection, performance and professional mobility criteria;
- to aid in the assessment and development of HR staff;
- to assist in the process of improving procedure, policy, practice, etc.
- to help in the development of training programs.
The aim of the framework is not to describe the ideal profile, but rather to understand each HR function.
We recommend the framework to all international companies who wish to reassess the organization of their international HR department.
